  1. NY controllers are among the best in the world, but this obviously could have been handled a bit more professionally. It sounds like a case of multiple departures and a lot of weather to deal with - there isn't always a perfect solution for everyone in those cases. Might have made more sense to give 104 a short hold off an intersection west of Kennedy while the rest of the traffic was handled. And I agree, the PIC has the final word when it comes to safety, I think he made the right call asking to deviate for weather.
